News Update Iloilo town vice-mayor-elect admits playing lead role in sex video

A vice mayor-elect in a town in Iloilo province has admitted to playing a lead role in a sex video circulating on the Internet.

Lambunao town council (Sangguniang Bayan) member and vice mayor-elect Cesar Gonzales said he was the man having sex with a woman in a video.

“I was not really conscious about it because actually we were lovers. I did not think that she will do it [record their love making]," Gonzales told GMA TV-6, according to a report on Iloilo-based news site, The News Today.

According to the report, the woman involved in the sex scandal is also a resident of Lambunao town.

The video first circulated sometime in October 2009, months before the actual campaign period started, the report said.

Although the video did not affect his candidacy — especially since he won the elections — Gonzales admitted his family was really affected by the issue, he said.

MANILA, July 25 Asia Pulse - The elderly -- people who are 60 years old and above -- now comprise the fastest growing population group in the country.

And assuming that normal conditions will continue to prevail in the future, the number of aging people in the Philippines will soar to 22 million by 2040 from 4.6 million in 2000.

According to Grace Cruz, a demographer and researcher, this imperceptible but steady shift in the country's demographic profile is being triggered by lower mortality and fertility rates.

"The reality of having more of them living among us is actually also being observed worldwide," noted Cruz who is also a professor at the University of the Philippines Population Institute.

In Asia, for instance, experts estimate that people who are over 60 years old will comprise a significant proportion of the total population over the next four decades.

By 2050, this group is expected to swell to 19.8 per cent in the Philippines, 27.6 per cent in Thailand, 30 per cent in China, 36 per cent in Hong Kong and 42.4 per cent in Japan.

One factor that is triggering such a phenomenon is the increasing life expectancy of people worldwide primarily due to scientific advances.

Between 2000 and 2005, the average life expectancy is estimated to be 81.6 years in Japan.

News Update Man jailed for video threat

A YOUNG man who threatened to circulate a video of a free-lance prostitute if she failed to give him money was jailed on Friday.

Allan Khoo Wenbo had threatened to injure the 21-year-old student's reputation by sending her the SMS at Bencoolen Hotel 81 on July 6 last year if he was not paid $3,000. The 24-year-old unemployed man had engaged her services through a pimp and used the identity card of one Ong Yao Liang to check into the hotel at Bencoolen Street that day.

Assistant Public Prosecutor Thiagesh Sukumaran said that while the woman was taking a shower, Khoo rummaged through her handbag and obtained her particulars and address.

When she came out, they had sex. After that, the woman asked him to take her for a holiday. Enraged, he decided not to pay her. He stole her $800 mobile phone when she was in the shower and sold it for $280.

As he was leaving the room with the stolen phone, Khoo sent the woman a text message demanding $3,000, failing which he would expose the video. She lodged a police report.

Khoo also admitted to having 86 obscene films in July 2008, as well as to video-recording himself having sex with his ex-girlfriend at his grandfather's flat in Bedok North Avenue 2 in February last year. District Judge Jasbendar Kaur, who took five other charges into consideration, sentenced him to a total of nine months jail.

News Update Court of Appeals voids Napolcom suspension of 8 cops

MANILA, Philippines - The Court of Appeals (CA) has nullified an order of the National Police Commission (Napolcom) placing eight Quezon City police officers under preventive suspension for killing suspected carjackers in a shootout along EDSA in February last year.

In a 20-page decision, the first division of the appellate court also enjoined Napolcom from further hearing the case until after a formal complaint is filed against Inspector Angelo Nicolas, Senior Police Officer 1 Frederick Torres, Police Officers 3 Honey Besas and Glicerio Manacpo, Police Officers 2 Eugene Martinez and Randy Barrameda, and Police Officers 1 Raymond Escober and Freddie Suliva.

In granting the petition of the police officers, the CA ruled there was grave abuse of discretion on the part of Napolcom in violating basic rules of procedure when it started proceedings against the petitioners without a formal charge against them.

“Without said evidence or other evidence showing the compliance with the rules to debunk the allegations of petitioners, the petitioners’ claim that there was no formal charge becomes convincing. This adversely affects the due process right of petitioners… This is basic and this cannot be liberally construed,” the Court held in the ruling penned by Associate Justice Andres Reyes Jr.

The CA stressed that the lack of a formal charge “can only be cured by filing one,” adding that Napolcom is not barred from making corrective acts, such as properly docketing the evaluation report and thus filing a formal charge against the policemen.

In the assailed Napolcom resolution dated Feb. 23, 2009, which was affirmed on Mar. 30, 2009, the police officers were placed under a 90-day preventive suspension for shooting suspected carjackers Romeo de Guzman, Alfredo Pimentel Jr. and Roland Batapa during an encounter on Feb. 17, 2009 at the corner of EDSA and NIA Road.

The incident gained a lot of public attention after it was caught on video by a news team of ABS-CBN.

The CA sustained the arguments of petitioners that the issuance of the order for their preventive suspension was void because there was no formal charge by a private complainant against them.

The next procedure after the formal filing of the case is the receipt of the pre-evaluation report with the complete records of the complaint and the docketing and transmitting of the same to a hearing officer. At this time, preventive suspension may be issued at the instance of the complainant.

“We reviewed thoroughly the records before us and found that these procedures are wanting… The documentary evidence presented by the accused did not show that there was such a pre-charge evaluation report,” the CA ruled.

The rules of are clear that the pre-charge evaluation report, in order for it to be deemed formally filed and consequently be considered a formal charge, must be received and entered in the official docket of the disciplinary authority, in this case the Napolcom, it added.

The appellate court further noticed that there was no proof that respondents were properly served with summons, while the summons attached to the petition did not have the pre-charge evaluation report, merely the affidavits executed by the private complainants.

The CA further said the report submitted, entitled first indorsement, was undocketed, with no stamp bearing the date when it was received, nor a case number assigned to it. Even the affidavits executed by private complainants were not stamped properly as there was no time indicated on it.

“It is basic in our rules of procedure that an undated pleading is considered a scrap of paper. There is no reason why it would not apply to documents issued by the administrative agency especially when its issuances would be a source of a right or would diminish a right of the person,” said the CA.

The CA said respondents could have presented a docket book that was supposed to be maintained by the Napolcom, but chose not to present it. - By Edu Punay

News Update Arroyo's advance man in China dies of heart attack

The head of the Media Accreditation and Relations Office (Maro) under the Office of the Press Secretary died on Saturday while on duty in China.

A Palace statement said Henry Reveche was on an official mission to Shanghai when he suffered a heart attack. He was rushed to a hospital but was declared dead on arrival.

"Reveche was with a Malacañang team doing an ocular inspection of the Philippine Pavilion at the 2010 World Expo site in Shanghai, which President (Gloria Macapagal) Arroyo is scheduled to formally open on June 8," it said.

The statement said Reveche's part in the mission was to prepare Philippine media accreditation and arrangements for President Arroyo's visit.

A report in “24 Oras" said Reveche’s remains are still at a hospital in China. It said the processing of visas and passports for family members who will travel to Shanghai to claim his body is being fast-tracked.

A statement from the Office of the Press Secretary said Reveche had been in government service for 37 years, mostly spent with government communication entities. He started his government media career in 1973 as a public relations assistant and junior media strategist with then the National Media Production Center (NMPC), now Philippine Information Agency.

He rose to become PIA Senior Development Information Officer and a later as Special and Technical Assistant at the Office of the Press Secretary in Malacañang.

Reveche took over MARD, a unit of the News and Information Bureau, OPS, in 1998. Reveche completed a BA Philosophy course at the Mount Carmel Seminary and BA in Sacred Theology at the University of Sto. Tomas.

He earned a Master's degree in National Security Administration (MNSA) at the National Defense College of the Philippines with which he was inducted as Reserved Officer in the Armed Forces of the Philippines with the rank of Commander in the Philippine Navy.

Reveche is survived by wife Marilou and children: Jean, Bam and Pyn. Burial arrangements will be announced later once his remains arrive from China. - with Jerrie Abella/KBK,

News Update Sandigan junks graft case vs Palawan governor

The Sandiganbayan has junked the graft case against outgoing Palawan governor Joel Reyes for being defective.

In a seven-page resolution promulgated last May 20, the anti-graft court said the information filed by the Office of the Ombudsman did not sufficiently state the nature of the offense that the respondents — Reyes and provincial mining official Andronico Baguyo — were accused of.

The Ombudsman said Reyes and Baguyo violated Republic Act 3019 or the Anti-Graft and Corrupt Practices Act by issuing a mining permit to Olympic Mines and Development Corporation despite its alleged infractions under the Small-Scale Mining Law or RA 7076.

The Sandiganbayan Fifth Division, however, said the allegation was inadequate as it did not mention why Olympic Mines is not qualified or legally entitled to such permit.

“The information is couched in a general phrase and does not specify the provisions of RA No. 7076 violated by Olympic Mines. It will be a denial of the right of the accused to be informed of the charges against him so that he can prepared his defense accordingly," the resolution read.

The Sandiganbayan likewise upheld the defense argument that the case was a “sham" because the person who filed the information, Overall Deputy Ombudsman Orlando C. Casimiro, had no authority to do so. The court noted that Casimiro approved the information on January 28, 2008 as “acting Ombudsman," but the Office Order No. 65 Series of 2008, which was the basis for Casimiro’s authority, was only signed by Ombudsman Merceditas Gutierrez on June 6, 2008. - KBK

News Update 2 Filipino soldiers killed in clashes with rebels

MANILA, Philippines – Two soldiers were killed and five others went missing in the latest clashes between Philippine troops and communist rebels, military officials said Sunday.

The country's Marxist insurgency, one of Asia's longest, has continued to rage despite a deadline by outgoing President Gloria Macapagal Arroyo to crush it by the end of her term on June 30.

A New People's Army rebel sniper fatally shot one of several army soldiers guarding a government road project on Saturday in a remote village in Presentacion township in Camarines Sur province, about 155 miles (250 kilometers) southeast of Manila, army Lt. Col. Ernesto Cruz said.

Twelve soldiers were deployed to pursue the attackers but were ambushed by the rebels late Saturday in another village in Presentacion. Seven soldiers, three of them wounded by grenades and rifle fire, managed to return to camp, but five went missing, regional army spokesman Maj. Harold Cabunoc said.

Villagers have reported seeing the bodies of four of the missing soldiers at the battle scene in a Presentacion hinterland, and troops aboard two Huey helicopters have been sent to look for the army personnel, Cabunoc said.

The fifth soldier has sent a mobile phone message to his army commander, saying he was hiding in a forest near the scene of the clash. Troops were also searching for him, Cabunoc said.

An army soldier was killed and seven others were wounded by a land-mine blast in a separate fight Saturday on the outskirts of southern Davao city, regional military spokesman Capt. Emmanuel Garcia said.

The communist guerrillas apparently planted mines to block the advance of government troops that they had fought twice earlier Saturday, Garcia said.

The military says the rebels' ranks have thinned to about 4,000 from more than 25,000 in the mid-1980s because of battle setbacks, surrenders and factionalism.

Peace talks between the rebels and the government brokered by Norway collapsed in 2004 after the rebels accused Arroyo's administration of instigating their inclusion on U.S. and European terrorist blacklists.

SUBIC BAY FREEPORT - With a 37 percent surge in tourist arrivals from China last year, this premier Freeport is poised to become a major gateway that would have direct flights between the two countries after the Chinese government granted the Philippines its "Approval Destination Status." MANILA, Philippines – Pwersa ng Bayaning Atleta (PBA), the party-list of boxing champion and Sarangani congressman-elect Manny Pacquiao, was the top spender among party-list groups in the last elections.

PBA, whose chairman is Pacquiao, spent P80 million on television, radio and print ads.

According to the group Pera’t Pulitika (PAP), the “exorbitant” spending of such party-list groups runs counter to their claim of representing marginalized sectors.

“Karamihan sa kanila, hindi naman natin sinasabing lahat, ay mukhang may pera. P’wde sila magbayad ng mahal na political ads… O, kaya nyo pala eh. Bakit pa kayo naga-aspire for party-list? Nakakabahala ‘yun sapagkat ito dapat ay para doon sa walang representasyon, sana ‘yung mga mahihirap,” said Gladstone Cuarteros, a convener of PAP.

PBA party-list founder Dino Chua, meanwhile, said that although they spent a big amount during the campaign, it does not mean they cannot represent marginalized groups.

Chua added their campaign funds were from contributors, including Pacquiao, who believed in their cause.

“Napakarami nating atletang Pinoy na nagdala ng magandang imahe sa ating bansa na ngayon napapabayaan na. Nagkataon lang na maraming naniniwala sa ipinaglalaban natin kaya maraming sumusuporta,” he said.

Party-list groups spent more on advertising than local candidates did in the 2010 elections. These groups spent a total of P597 million, while all local candidates' expenditures totaled P162 million, according to AGB Nielsen data. (Click here for story.)

Commission on Elections (Comelec) Law Department director Ferdinand Rafanan said there was nothing wrong with party-list spending for their campaigns as long as they did not exceed the limit under the election law.

“If they spent only P80 million or P50 million, that is way, way below what is allowed. Party-list groups are allowed to spend a maximum of P3 for every registered voter, so nationwide that is P150 million,” he said in an interview on ANC’s Primenews on Saturday.

There were 50 million registered voters for the May 10 elections.

The problem, he said, is not so much the exorbitant spending on political ads, but that some of the party-list nominees may not qualify to be part of the marginalized sector.

“We were recommending to the commission en banc the disqualification of so many [nominees] because they failed to comply with that requirement,” said Rafanan.

The Comelec will proclaim on Monday the first 10 party-list groups that secured seats in Congress.

News Update Joint Cabinet meet with GMA premature

MANILA, Philippines – President-apparent Benigno “Noynoy” Aquino III yesterday said the proposal of President Arroyo that members of the outgoing and incoming Cabinets hold a joint meeting, for purposes of a smooth transition, is “premature.”

Aquino said he does not want to discuss such a meeting at this point when he has yet to be proclaimed.

“Since the canvass has yet to be completed, the offer seems premature,” Aquino said in a text message.

With regard to the snail-paced canvassing, he said their party still has to discuss and sort things out.

“Our allies in both chambers have not indicated issues regarding the canvassing,” he said, adding the vice presidential contest between his running mate Sen. Manuel “Mar” Roxas II and United Opposition’s Mayor Jejomar Binay is still too close to call.

Aquino prefers that Roxas, who gave way to him and ran for vice president instead, wins.

Roxas has not yet conceded to Binay, who is leading by a mere 800,000 votes in the

partial, unofficial tally. The same is true with Binay’s running mate, deposed President Joseph Estrada, who has refused to concede even if Aquino has amassed a lead of over five million votes in the partial, unofficial tally.

Two Liberal Party (LP) stalwarts have supported the proposal of Senate President Juan Ponce Enrile to create a joint technical committee that would examine audit logs of compact flash cards and precinct count optical scan (PCOS) machines.

Reps. Roilo Golez of Parañaque and Joseph Abaya of Cavite said the move would allow Congress, which now sits as the National Board of Canvassers (NBOC) for the president and vice president, to devote its time to tabulating the votes for the country’s two highest posts.

“This is an opportunity for Congress to ensure the integrity of our elections, and to ensure the completeness of the certificates of canvass we will tally,” Abaya said. “We welcome and support the proposal to create a technical committee to examine the CF cards.”

Golez also moved for the creation of the special tabulating body in a bid to make the job of the NBOC “easier and more accurate.”

“We are talking of only 76,000 election returns (ERs) equivalent to 76,000 PCOS machines. We have done this exercise in the party and with a small group we are able to tabulate something like 15 COCs a day, tabulating all the ERs,” he said.

“So if we constitute a committee on tabulators, maybe harnessing tabulators coming from the Senate and the House, we can do it at a much faster rate. We can probably do as many as 30 while we are going over the COCs coming from overseas,” he said.

“We can start with the tabulation so that we can do away with all this uncertainty and with all this speculation,” he added.

Abaya, LP secretary-general, welcomed the move, as it would give the joint Congress more time to focus on the canvassing of votes cast for the presidential and vice presidential races.

Enrile said the technical working group is necessary to scrutinize CF cards and the PCOS machines. A technical review, according to him, could be done simultaneously with the canvassing of the presidential and vice presidential votes.

Meanwhile, outgoing Social Welfare Secretary Celia Capadocia-Yangco said Mrs. Arroyo has readily agreed to the suggestion of the newly created Presidential Transition Coordination Team for her to hold a joint meeting with Aquino and incoming Cabinet officials.

She said the advantage of holding such a meeting is that “there would be a very good transition and establishing rapport and a relation between the outgoing and the incoming so that in case there would be further questions, we know who are responsible.”

The President announced the creation of the transition team a day after the May 10 elections. It is chaired by Executive Secretary Leandro Mendoza and co-chaired by Presidential Management Staff chief Elena Bautista-Horn.

Presumptuous

But former senator Rene Saguisag said that such a suggestion would have best been made in private and not openly.

“The present Cabinet is presumptuous and self-important to say that it should meet with the incoming one,” Saguisag said.

“It is as if the new senators should meet the outgoing ones. In 1992, a new senator asked to meet me, but privately, which should be the discreet norm,” he added.

Saguisag argued that the failed policies of the present Cabinet “have been rejected by the people and should not be imposed on its successor.”

“I can imagine that a new Cabinet member may profit from meeting his predecessor, but they should not have to do it in a very public way, as if the rejected old would lecture the new, who should be give ample space,” he said.

Saguisag said the “caretaker should not be a lecturer” and if its intention is to offer advice to the next administration, then it should just wait for the other side to ask them.

“No one should overstay his welcome. As important as knowing when to arrive is knowing when to leave, and it should be while the audience is still applauding. Right now it is booing,” he said.

Palace has no demands

However, deputy presidential spokesman Gary Olivar clarified that Mrs. Arroyo and her administration are not demanding anything from the next administration and would not venture to offer any unsolicited advice.

“If the incoming government asks for advice from the outgoing, this will be given to them. If they don’t ask for advice then this will not be given,” Olivar said in Filipino over Radyo ng Bayan.

“If he (Aquino) wants a tour of Malacañang, then the President will give him a tour. If he doesn’t want this, then it’s okay. We will leave on our own steam,” he added.

Olivar said it would be up to the next administration to decide how thoroughly and how pleasantly they want to make the transition process.

“The only thing that we can do is to offer our hospitality and whatever experience we think they can learn from us. But it’s really up to them to decide if they want this or not,” he said.

News Update Anthrax downs 41 in Abra town

BANGUED, Abra - Health officials confirmed on Saturday that 41 people have been infected with anthrax, a deadly bacterial disease notoriously used in biological warfare, after they ate the meat from two carabaos that had died from sickness in Villaviciosa town. Dr. Myrna Cabotaje, director of the Center for Health Development (CHD) in Cordillera, said the victims were lucky that none of them died. Cabotaje said the situation has been put under control after antibiotics were immediately distributed to the residents to mitigate the effects of the anthrax disease. Based on the report from the National Epidemiology and Surveillance Center, which conducted a field-based investigation in the town after the reported anthrax outbreak, there were 41 confirmed cases. Most of the patients were men but all of them had skin lesions. Cabotaje explained that a suspected anthrax case would experience pruritic (itchy) skin lesions from which lesion progressed from papule (raised portion of skin) to vesicle (skin lesion with fluid) then to a black eschar and may be accompanied by edema (swelling) or abdominal pain, vomiting, dyspnea (difficulty in breathing) and fever. Research Institute of Tropical Medicine (RITM) conducted the laboratory tests that confirmed two samples from swabbed lesions were positive for bacillus anthracis or anthrax. Cabotaje said the common denominator among the patients were that they all ate meat from butchered carabaos that died of unknown causes. Appropriate samples from the hides of the dead carabaos were sent to the Bureau of Animal Industry (BAI) for analysis and results of the tests are still being awaited for the proper guidance of concerned agencies.

News Update 4 workers killed in Quezon City condo project

MANILA, Philippines – Four laborers working on a 27-floor condominium project’s elevator system were killed while another worker was severely injured after falling several floors below at the height of the heavy downpour on Friday night in Quezon City.

The workers fell from the 27th floor to the sixth floor of the West Insular Condominium Project on 137 West Avenue in Barangay Bungad after strong winds buffeted the unsupported frame of the elevator shaft they were standing on, said Chief Inspector Benjamin Elenzano Jr., homicide chief of the Criminal Investigation and Detection Unit (CIDU).

A fifth worker, welder Carlos Lanojan, 36, was also injured when parts of the steel frame fell on him as he worked on the sixth floor.

The four workers died while being taken to the Quezon City General Hospital for treatment.

PO3 Greg Maramag, case investigator, said the four men suffered multiple head and body injuries from the fall.

Elenzano identified the fatalities as Joey Dellosa, 26; Gilbert Leonardo, 25; Gabriel Rejuso, 26 and Leo Vinas, 30, all steelmen, natives of Masbate and stay-in workers at the E. Ganzon Inc. (EGI) West Insular Condominium Project.

Maramag said the accident happened at the project site at around 6:30 p.m. during the heavy downpour.

Witness Allan Dalanon clarified that there was no elevator yet on the proposed 27-floor building. He told Maramag they were working on the “shear wall” setting up the iron frame when the accident happened.

Dalanon, who was working with the ill-fated crew, was ordered by Dellosa to get down to the sixth floor to get more iron bars when the group fell.

He said he had just gone down when he heard a loud rush of wind and banging noise. When he looked up the steel frame buckled from under and saw his colleagues falling one after the other. He said they have just taken off their safety harness and was preparing to get down from the frame when a strong wind shook them up.

“I shouted for them to hold on to anything so they would not fall but it happened so quickly,” said Dalanon.

When asked why the steel frame gave way, Dalanon told Maramag it was not encased in concrete as it should have been.

“The right thing to have been done was when the iron bars have been put in place in the walls of one floor, they should have been encased in concrete immediately,” said Dalanon. - By Jerry Botial

News Update Suspected bomber gunned down

CAMP SIONGCO, Maguindanao, Philippines – The police and military yesterday tightened security in Central Mindanao to check possible retaliations by companions of a foreign-trained bomber gunned down by government operatives in Sultan Kudarat, Maguindanao on Thursday.

Chief Superintendent Felicisimu Khu, director of the Region 12 police, said they have been receiving persistent feedbacks from local officials and Muslim religious leaders that comrades of the suspect, Edris Sabal, are out to avenge his death in the hands of soldiers and policemen that attempted to serve him a warrant for his arrest.

“We are imposing tight security measures to prevent any retaliation by the group where he belongs,” Khu said.

Sabal was implicated in more than a dozen bombings in the cities of Gen. Santos, Koronadal and Tacurong between 2002 to 2004, according to Khu.

Authorities want the joint ceasefire committee to investigate on how Sabal managed to hide for a long time near the biggest enclave of the Moro Islamic Liberation Front in Sultan Kudarat. Sabal was said to have undergone training in handling of explosives and fabrication of improvised bombs at Kandahar in Afganistan during the 1990s.

A soldier, Sgt. Romy Apostol of the Army’s anti-crime Task Force Tugis, was killed while a policeman, PO1 Manuelito Lesmoras, was wounded when Sabal opened fire on a team that tried to serve him a warrant for his arrest at his hideout in Simuay District in Sultan Kudarat, about two kilometers away from Camp Darapanan, the main headquarters of the Moro Islamic Liberation Front.

The government and the MILF are bound by preliminary security agreements to mutually cooperate in the interdiction of criminals in areas covered by the General Agreement on Cessation of Hostilities on both sides crafted in July 1997 in Cagayan de Oro City.

Senior Superintendent Willie Dangane, director of the Cotabato City police, said Sabal and his companions opened fire first at the soldiers and police that tried to surround their hideout in Simuay area in Sultan Kudarat town in Maguindanao, provoking a gunbattle.

Sabal is wanted for multiple murders and his alleged involvement in a spate of bombings in Central Mindanao in recent years.

Sabal’s wife was wounded in the encounter.

Dangane said Sabal’s companions escaped to different directions when they saw him felled with assault rifles by advancing policemen.

“We are hoping the joint ceasefire committee can help us investigate how come the suspect managed to put up a hideout in an area covered by the ceasefire,” Dangane said.

He said Sabal’s presence in Sultan Kudarat was first detected by Muslim religious leaders, who immediately reported to the city police his exact whereabouts.

Lt. Col, Benjamin Hao, spokesman of the Army’s 6th Infantry Division, said they have lowered the Philippine flag to half mast inside Camp Siongco in Datu Odin, Maguindanao to show they are mourning the death of Apostol, an operative of the 6th ID’s anti-crime Task Force Tugis.

“We are also contemplating on asking the joint ceasefire committee to help us find the companions of Sabal who was killed when he resisted arrest last Thursday in Sultan Kudarat, which is covered by the GRP-MILF ceasefire accord,” Hao said. - By John Unson

Traffic once again crawled in several parts of Metro Manila the other day as heavy rains poured, induced by a low-pressure area. The downpour brought relief to people who have sweltered through what weather experts said was the country’s hottest summer in a decade. But the rains also triggered flash floods, reminding the nation that less than a year ago, cataclysmic flooding claimed lives, destroyed property and caused health problems in many parts of Luzon.

Election fever soon overshadowed the trauma from the massive flooding spawned by storm Ondoy and typhoon Pepeng. In the short period before election fever intensified, the government managed to evict many of the squatters straddling the vital waterways where floodwaters drain into Manila Bay. The government also obtained additional boats for use in rescue efforts during torrential flooding.

But the government admitted that relocation of families evicted from danger zones was limited by budget constraints. Groups involved in dredging and cleaning up the Pasig River have also complained that garbage is again being dumped into the river in certain areas such as Manila. Waterways and drainage systems clogged by garbage are among the biggest causes of serious flooding, apart from decades of encroachment into the Laguna de Bay floodplain.

After Ondoy and Pepeng, government executives have presumably learned their lessons and will be better prepared to deal with a similar problem in the approaching typhoon season. Flooding in the lakeside communities around Laguna de Bay will need a long-term response and a massive infusion of funds. But local governments can prepare effective warning systems and improve their resources for evacuating residents and providing relief to flood victims. Public health personnel can be better prepared to deal with the problems spawned by floods that take many weeks to subside, including dengue, acute diarrhea, respiratory illnesses and even athlete’s foot. Elsewhere in Luzon, dam operators by now should have improved their coordination with local governments in alerting residents about the release of water.

The nation suffered through Ondoy and Pepeng and should remember the lessons well. There is no reason to be unprepared for a repeat of the natural disasters

Kopi talk Yummy Viet - Is it all that yummy?

Hi Gabriel thanks for your article, In Gamu Isabela they have only a few handful of Chinese restaurant since we are located in the province as far as my opinion to serve out some traditional ethnic Chinese restaurant is Gamu is Hong Kong Restaurant as they maintain I believed that in order to become a good cook one must first be a good matchmaker. The flavors of the ingredients must be blended with harmony. Without this harmony there is no taste. 

While Singapore might be known as a mishmash melting pot of international cuisine, Vietnamese food has never been a highly prominent member of the list (well, at least not on my list). I had, however, read several reviews praising a particular Vietnamese food outlet in Chinatown and, when I was there recently with my friends, I grabbed the chance to pull them there for a try.

Yummy Viet is located in the middle of Chinatown Food Street, a whole line of cuisine from around the region. The cafe itself has a very unassuming shopfront and plain decoration which, while far from the elaborate stylings of its neighbours, is serviceable and allows for meals with friends without jarring visual stimulation or blaring “ethnic” music ringing throughout the place.
I had the BBQ pork noodles (which almost all the reviews recommended), with a hearty serving of extra vegetables from a particularly carnivorous friend. The pork was really tasty, with a hearty, salty vigour that was just right and not thirst-inducing. The noodles themselves were slightly bland but had a springy feel. The dish also came with a generous serving of vegetables (and that’s before my friend offloaded her entire dish’s worth onto mine) and a spring roll, another highly recommended dish.

One friend had noodles with sliced beef, beef balls and well-done brisket. The soup base was, like in my pork noodles, done just right, with just the right amount of flavour without being too salty. Again, the noodles were springy and bland and the beef itself was generous, if very dry.

Another friend had the Yummy Viet fried vermicelli, which was very similar to dishes you could get at a Chinese zhi char stall. The noodles were done well, with just the right amount of gravy (and delicious, flavour-packed gravy it was). While the prawns in the seafood dish were just decent, the genuine bits of crab meat were tender and succulent and the dish, while a tad oily, was not heavy on the palate (nor was it totally filling, so those looking for a huge meal would do well to order something else on top of this).

We also shared a plate of the signature spring rolls, which were crunchy and ingredients-packed (although they have to be eaten while hot). I washed my meal down with a delightfully refreshing sour plum juice.

While the food at Yummy Viet might not be as earthshaking-ly yummy as the name implies, it is definitely a decent eat and, at slightly over $10 per person, a pretty good value for tourist-laden Chinatown.

In 2009, 109 beggars were picked up by officers from the Ministry of Community Development, Youth and Sports (MCYS). Of these, 62 were locals and 47 were foreigners.

Between 2006 and 2008, an average of 77 beggars were caught each year.
An MCYS spokesman said its officers conduct regular patrols in different locations, in response to the feedback it receives through its call line.

Among the problem spots with frequent complaints is Geylang Serai market. The problem there was flagged recently in local Malay newspaper Berita Harian, with patrons complaining of beggars harassing them during meals.
As many as six beggars might be present at the market, stall owners told The Sunday Times.
 

News update Special price PCs for elderly

OLDER Singaporeans looking to buy a personal computer may soon get it at a special price, arranged by the Government.

The Infocomm Development Authority of Singapore (IDA) is rallying the IT industry to sell cheaper PCs, software and related devices to those aged 50 and above. It started asking companies over a week ago to send in proposals offering 'competitive' prices.

And to top it off, the IDA will give the first 8,000 eligible citizens $100 each to defray the cost of buying a PC.

They must complete 30 hours of IT training at any of the IDA's eight designated training centres to qualify for the $100 incentive.

The IDA told The Sunday Times it wants to encourage more senior citizens to embrace IT, go for training and reinforce their newly acquired skills.

Along with the disabled and the needy, they are among those at risk of being left behind as society becomes more IT-driven.

News Update Public schools ready for the rainy season, says DepEd

Public schools in the country are ready for the rainy season now that the Department of Education (DepEd) has fixed almost all classrooms that were affected by extreme weather disturbances last year, Education Secretary Mona Valisno said Saturday. “As much as possible, nakahanda [ang public schools]…, pero we can never tell kung ano na naman ang mangyayari (As much as possible, public schools are ready… but we can never tell what will happen this time)," Valisno said in a live interview aired over QTV 11’s “Balitanghali." She added that the DepEd has already addressed almost all “loopholes" that caused damage to public schools last year due to cyclones and floods.

Over P552-million worth of education infrastructure and equipment were damaged after typhoon “Ondoy" caused heavy flooding in Metro Manila and nearby provinces last September. (See: Storm 'Ondoy' makes landfall, causes widespread flooding) According to DepEd, damage to classrooms brought by “Ondoy" reached over P334 million while damage to school equipment reached over P206 million. The DepEd activated this month its “Brigada Eskwela" program to get classrooms ready for the opening of classes on June 15, including those damaged by “Ondoy."

“Natapos kahapon ang initial implementation nito [Brigada Eskwela],… sa tulong ng mga guro, magulang at ng local governments (The initial implementation of Brigada Eskwela was finished yesterday… with the help of teachers, parents and the local governments)," she said. Over 23.4 billion pupils and students are going back to school on June 15, according to Valisno.
