News Update NCRPO official sacked over 'hulidap' case

MANILA, Philippines – National Capital Region Police Office (NCRPO) chief Director Alan Purisima has relieved Superintendent Richard de la Rosa, head of the Regional Police Intelligence and Operating Unit, after four RPIOU members were charged with kidnapping and illegal detention of the common-law wife of a detainee at the New Bilibid Prisons (NBP) in Muntinlupa City.
Purisima said Senior Inspector Aurelio Domingo, Police Officer 3 Ruel Cubian, PO2 Ernie Reyes Jr. and PO1 Rajemie Cayabyab seized Amina Mangondato-Tion, the common-law wife of Romeo Tan, a convicted drug trafficker, at her residence last March 9.
“He (De la Rosa) denied any involvement in the incident. But I ordered him relieved because being the superior officer he must have firsthand knowledge of the activities of his men,” Purisima said.
Purisima said De la Rosa would be assigned outside the NCRPO’s area of responsibility.
The NCRPO chief also ordered the technical arrest of Domingo, Cubian, Reyes and Cayabyab.
Tion identified the three policemen and a certain Lemeul Fuson from the pictures taken by a concerned citizen, which showed the policemen dragging her to a black Toyota Fortuner with no license plate. The picture was sent to the Southern Police District.
The SPD is investigating reports that there are at least 25 hulidap cases involving policemen with NBP visitors as the victims. - By Non Alquitran
