News update Ebdane suspends mining




IBA, Zambales - Zeroing in on his priority programs, Governor Hermogenes ''Jun'' Ebdane Jr. has suspended all mining and quarrying operations in the province in his second executive order as head of the Capitol.

''It is one of my priorities - to properly regulate and develop the mining industry in Zambales.

Zambales is for Zambaleños, so mining activities here must benefit our province and our people first,'' Ebdane said. ''We will build a consensus among corporations, mining employees and local towns.''

Ebdane's Executive Order No. 2 states that the provincial government is ''suspending all mining and quarrying operations including transport/loading of minerals within the territorial jurisdiction of the province pending review of all pertinent documents relative to their respective permits and compliance with environmental protection requirements.''

Ebdane pointed out that in Section 17 of Provincial Ordinance No. 2007-67 (Amended Guidelines for Environmental Regulations in the Province of Zambales), the governor is explicitly empowered to revoke, reject, or cancel any quarry permit application.

The ordnance also empowers the governor to prescribe guidelines for the purpose of issuing quarrying permits, as he deems appropriate.

''There is certainly a need to review all pertinent documents of their (mining companies) permits as required by existing law and ordinances to ascertain that all environmental impacts of mining can be addressed,'' the governor said.

''So all previous orders, issuance and memoranda inconsistent with this order are hereby revoked or amended accordingly,'' he added.

A few months ago, several busloads of protesters from the 13 towns of Zambales held a rally against then Governor Amor Deloso for allegedly conniving with miners and turning a blind eye to destructive mining practices.
