Hi Rema R. Lumauigin  blogging can be all walk of life even the Ministry had a blog. For  this to happen is not an overnight affair is an ongoing journey as Singapore is a small and relatively young country with a multiracial population of 4.8 million, it has limited natural resources. The Singapore Government (SOG) has used information technology (IT) to stimulate economic growth and achieve national with the launch of IT2000 masterplan. The objective of the IT2000 plan is to develop Singapore into an intelligent island.competitiveness. First, the Government has made selling Internet access technologically and economically feasible. For example, the TAS licensed several Internet Service Providers (ISPs): Pacific Internet , SingNet  is owned by a large government-linked company such as Pacific Internet is owned by Sembawang Ventures and SingNet is owned by Singapore Telecoms (country’s only domestic telephone company).Therefore, internet is almost way of life.
In Philippine the internet is still expensive for majority who do not have the excess income.  There even have Blogger Symposium if you planning to go Singapore in April do check out the activities if you want to join them when you are in Singapore. cheers.
