News update Duterte, daughter square off over watershed code

DAVAO CITY - Outgoing Davao City Mayor Rodrigo Duterte is expecting a head-on collision with his daughter and incoming Mayor Sarah Duterte on his plan to amend the city's Watershed Code to allow the development of watershed areas for power usage.

The daughter earlier declared that she will veto any amendment that would be introduced by the 16th Council that will be headed by her father, Vice Mayor-elect Rodrigo Duterte. "I am adamant in my stand that there will be no amendment of the Watershed Code during the 15th Council and that will not change when I sit as the mayor," the young Duterte said. In an interview Wednesday, Mayor Duterte however said his stand is for the water resources of the city to be utilized in its full capacity.

He said the use of water for drinking purposes is only half of the whole picture. "I am for the full utilization wherein water is used for generation of water resources and for energy. When you talk only of water resources, that is just half of the story," Mayor Duterte said. "If that is the stand of the incoming mayor, this is my stand. Whatever she thinks is good for the city, that's hers. Whatever I think is good for my city, is also mine. For me we have a problem in the coming years with power. I don't want to go into quarrel with the mayor. I'm thinking ahead," he added. Asked if he will override the possibility of a mayor's veto on the amendments on the watershed code, the senior Duterte said he just might do it. He said he will first determine as to how many votes he needs to override a mayor's veto on a bill. The Watershed Code was passed in 2007. The law took effect on October 15, 2008 when Mayor Rodrigo Duterte signed the ordinance and its Implementing Rules and Regulations.

The Watershed Code primarily aims to protect and conserve the city's water resource area because it is "crucial to a balanced-economic system" and that watershed areas "are sources of life-giving water that is vital to public health and welfare and economic growth and development." Mayor Duterte, who is the incoming vice mayor, has expressed support for the amendment of the Watershed Code in March during the signing of a compromised agreement made between two utility firms.
